Alt Attribute & Seo

SEO Optimization images is becoming more and more essential in SEO (Search Engine Optimization) for websites. The ALT attribute is really a critical step that is often overlooked. This can be a lost chance of better rankings.

In Google's webmaster guidelines, they advise using alternative text for the images on your site:

Images:. Make use of the alt attribute to supply descriptive text. In addition, we recommend utilizing a human-readable caption and descriptive text around the image.

Why would they ask us to do that? The answer is simple, really; search engines like google have a similar problem as blind users. They can't begin to see the images.

Many webmasters and inexperienced or unethical SEOs abuse the use of this attribute, attempting to stuff it with keywords, looking to achieve a particular keyword density, which is not as relevant for rankings now as it was previously.

On the other hand, high keyword density can, on some search engines, trigger spam filters, which might create a penalty for your site's ranking. Even without such a penalty, your site's rankings won't benefit from this plan.
This process also puts persons who use screen readers in a greater disadvantage. Screen readers are software-based tools that really read aloud the contents of what is shown on the screen. In browsing the net, the alt features of images are read aloud as well.

Imagine listening to a paragraph of text that is then repetitions of numerous keywords. The page will be not even close to accessible, and, to put it bluntly, will be found quite annoying.
What is an Alt attribute?

An ALT attribute shouldn't be used like a description or a label to have an image, though lots of people utilize it in that fashion. Although it may appear natural to assume that alternate text is a label or perhaps a description, it is not!

The words used inside an image's alt attribute ought to be its text equivalent and convey exactly the same information or serve exactly the same purpose the image would.

The thing is to provide the same functional information that the visual user would see. The alt attribute text should function as a "stand in" when the image itself is not available. Think about this: If you were to replace the look using the text, would most users get the same basic information, and wouldn't it generate the same response?
A few examples:

Some SEO Optimization Tips

If a search button is a magnifier or binoculars its alt text ought to be 'search' or 'find' not 'magnifying glass' or 'binoculars'.

If an image is supposed to convey the literal items in the look, a description is suitable.

If it is meant to convey data, then that information is what is appropriate.

If it is designed to convey the use of a function, then your function itself is what should be used.

Some Alt Attribute Guidelines:

Always add alt attributes to images. Alt is mandatory for accessibility as well as for valid XHTML.

For images that play merely a decorative role in the page, make use of an empty alt (i.e. alt="") or perhaps a CSS background image to ensure that reading browsers don't bother users by uttering things like "spacer image".

Remember that it's the function from the image we are attempting to convey. For instance; any button images should not range from the word "button" in the alt text. They should emphasize the action performed by the button.

Alt text ought to be based on context. Exactly the same image inside a different context may need drastically different alt text.

Try to flow alt text with the rest of the text because that's the way it will be read with adaptive technologies like screen readers. Someone listening to your page should hardly remember that a graphic image is there.
Please keep in mind that utilizing an alt attribute for each image is required to satisfy the minimum WAI requirements, which are used as the benchmark for accessibility laws in UK and the remainder of Europe. They are also required to meet "Section 508" accessibility requirements in america.

It is important to categorize non-text content into three levels:

Eye-Candy
Mood-Setting
Content and Function

I. Eye-Candy

Eye-Candy are stuff that serve no purpose apart from to create a site visually appealing/attractive and (oftentimes) fulfill the marketing departments. There isn't any content value (though there may be value to some sighted user).

Never alt-ify eye-candy unless there is something there which will boost the usability of the site for somebody using a non-visual user agent. Make use of a null alt attribute or background images in CSS for eye-candy.

II. Mood-Setting

This is the middle layer of graphics which may actually set the atmosphere or set happens as it were. These graphics aren't direct content and could not be considered essential, but they're essential in that they help frame what is going on.

Try to alt-ify the 2nd group as is sensible and it is relevant. There might be instances when doing so might be annoying or detrimental to other users. Then avoid it.

For instance; Alt text that is identical to adjacent text is unnecessary, as well as an irritant to screen reader users. I recommend alt="" or background CSS images in such instances. But sometimes, it's important to get this content in there for those users.

Usually it depends on context. The same image inside a different context may need drastically different alt text. Obviously, content ought to always be fully available. The way you go in this example is a judgment call.

III. Content and Function

This is when the image is the actual content. Always alt-ify content and functional images. Title and long description attributes can also be so as.
The reason many authors can't understand why their alt text isn't working is they don't know why the pictures exist. You have to figured out precisely what function a picture serves. Think about what it is concerning the image that's vital that you the page's intended audience.

Every graphic includes a reason for standing on that page: because it either enhances the theme/ mood/ atmosphere or it is advisable to what the page is attempting to explain. Understanding what the look is for makes alt text simpler to write. And exercise writing them definitely helps.
A way to look into the usefulness of alternative text would be to imagine reading the page over the telephone to someone. What would you say when encountering a specific image to make the page understandable towards the listener?

Besides the alt attribute you have a couple more tools available for images.
First, in level of descriptiveness title is within between alt and longdesc. It adds useful information and can add flavor. The title attribute is optionally rendered through the user agent. Remember they are invisible and never shown like a "tooltip" when focus is received via the keyboard. (So much for device independence). So make use of the title attribute only for advisory information.
Second, the longdesc attribute points towards the URL of a complete description of the image. If the information found in an image is essential towards the meaning of the page (i.e. some important content would be lost if the image was removed), an extended description compared to "alt" attribute can reasonably display ought to be used. It can provide for rich, expressive documentation of the visual image.

It ought to be used when alt and title are insufficient to embody the visual qualities of the image. As Clark [1] states, "A longdesc is really a long description of an image...The goal is by using any length of description essential to impart the details from the graphic.

It wouldn't be remiss to hope that a long description conjures an image - the look - within the mind's eye, an analogy that is true even for that totally blind."

Even though alt attribute is mandatory for web accessibility as well as for valid (X)HTML, not all images need alternative text, long descriptions, or titles.

In many cases, you're better off just choosing your gut instinct -- if it's not necessary to include it, and when you don't possess a strong urge to do it, don't include that longdesc.

However, if it's necessary for the whole page to work, then you've to add the alt text (or title or longdesc).

What's necessary and what's not depends a lot about the function of the image and it is context about the page.

Exactly the same image may require alt text (or title or longdesc) in a single spot, but not in another. If the image provides simply no content or functional information alt="" or background CSS images may be appropriate to use. But if the image provides content or adds functional information an alt will be required and maybe a long description will be so as. Oftentimes this type of thing is really a judgement call.

Image Search Engine Optimization Tips

Listed here are key stages in optimizing images:

Choose a logical file name that reinforces the keywords. You can use hyphens in the file name to isolate the keyword, but avoid to exceeding two hyphens. Stay away from underscores as a word separator, like for example "brilliant-diamonds.jpg";

Label the file extension. For instance, when the image internet search engine sees a ".jpg" (JPEG) file extension, it's likely to assume that the file is a photo, and if it sees a ".gif" (GIF) file extension, it's going to assume that it is a graphic;

Make sure that the written text at the image that is highly relevant to that image.
Again, do not lose a great chance to help your website together with your images in search engines. Begin using these steps to position better on all of the engines and drive increased traffic to your site TODAY.

SEO Company

The surprising part for me in recent weeks is that there are many Acquisition Marketers who still doubt that investing in SEO is even worth the effort. And, they have not even given it a try.

In some sense, it’s the “paralysis by analysis” conundrum. As SEO practitioners, we have all been faced with the question of “what’s the ROI?”

In my last article, 10 Quick & Dirty SEO Success Metrics, I made the case that tracking SEO success can get messy when you look at attribution tracking, and that you may have to resort to some more basic measurements to prove success.

It is exactly this messy success tracking that makes Acquisition Marketers hesitant to invest in SEO.

The Case For SEO As An Acquisition Vehicle

So, here’s my case for why SEO is a necessary piece of Acquisition Marketing:

A well-executed SEO strategy requires crafting and generating valuable content, promoting that content, and finding ways for trusted resources to link to that content. It takes time to see organic search results.

In this process, the most likely scenario is that “The Rank Hound” will be disappointed, and the “The Small Portfolio Ranker” will begin to have doubts, but may see some positive signs.  “The More, The Merrier” will see the breadth of keyword traffic begin to expand, and will be happy to see that progress.  But, even “The More, The Merrier” will begin to question if the right tail keywords are bringing in traffic.

However, this entire SEO process is moving the acquisition dial in the right direction!

Acquisition benefits include:

  • Purchase Influencing. Quality content that is generated is positively influencing buyer behavior. Whether or not the content is found via a search engine (at the beginning), the content is still pushing website visitors closer to being buyers. By “content”, I don’t just mean written text (which is of course valuable) – great content will take many forms, including video, images, graphical depictions (including infographics), webinars, contests & promotions, local search assets (e.g. Google Places), and many other forms of great, creative, and convincing content.

  • Awareness. Visits from long-tail keywords, even if not the best-converting keywords, are building brand awareness, and planting the seed that your site is there for them to come back to. You may see this traffic come back to you in future visits in your analyitcs as “Direct/Bookmark” or search queries for your brand name. But, it was the initial visit, for a very specific phrase that even gave you the opportunity for that second visit.

  • Creating A Voice. In order to promote the content, you need a voice. That voice is a combination of social media engagement, PR, and traditional link building. These traffic channels, and communication processes, will be there even when Google changes the search game on us all again. People will be finding you not just via search, but through good-old-fashioned communication. But, you did the groundwork, in part, to improve SEO results.

  • Competitive Keywords Will Come To You. Your quest for ranking for the best-converting, and more competitive, keywords will provide results. It will just take more time than many Acquisition Marketers are typically comfortable with. But, without making the investment in organic search, your competitors will keep taking your customers away from you.

As organic search traffic, and traffic from related sources, flows in, Acquisition Marketers can do one of the things they do best – test and optimize the user experience to capture customers and prospects, and build marketing lists to nurture with care.

Every Industry Evolves & Requires Convincing Doubters In Order To Grow

As I was drafting this article, I was bouncing ideas off of a trusted adviser, Mike Schultz, from the Rain Group. Mike’s specialty is sales training.

As I talked about my surprise at still finding so many “doubters” who have not yet invested in SEO, Mike drew an analogy to how even “mature” industries need to be re-introduced to how to sell their own services. He talked about how roughly 20 years ago, law firms began to revolutionize the way they market and sell their services (even though lawyers have been around for centuries).

It became evident, that if a competitive law firm did not engage in more aggressive marketing and demand generation, then not only were they leaving potential business on the table, the perception was that they were behind the curve.

While the SEO industry is far from mature, it is true that the speed of adoption has been at a much more rapid rate than many other marketing channels. In fact, Brian Halligan and the rest of the Hubspot team, have proven how fast a new marketing concept, such as inbound marketing, can take hold.

So, my hope is that the sophisticated, ROI-driven Acquisition Marketers will take note of the broad benefits of SEO, and invest time and money in building organic search as an acquisition channel. Even when ROI measurement is not immediately available.

Opinions expressed in the article are those of the guest author and not necessarily Search Engine Land.

A 75-year-old woman was recently arrested by the Georgian police after she single-handedly cut off Internet connections in Georgia and neighbouring Armenia.

AFP reports that the pensioner was digging for scrap metal with the intention of stealing it when she stumbled upon a fibre-optic cable which runs through Georgia to Armenia, forcing thousands of Internet users in both countries to lose Internet connection for several hours. Georgian Railway Telecom, the company that owns the cable, said that the latest damage was serious, causing 90 percent of private and corporate Internet users in Armenia to lose access for nearly 12 hours while also hitting Georgian Internet service providers.

“I cannot understand how this lady managed to find and damage the cable. It has robust protection and such incidents are extremely rare,” Giorgi Ionatamishvili, Georgian Railway Telecom’s marketing head, told AFP.

Apparently, this wasn’t the first time it happened. In 2009, another scavenger damaged a fibre-optic cable while hunting for scrap metal in the impoverished ex-Soviet state, forcing many Georgians’ Internet connections to get interrupted.

The woman has been charged with damaging property and could face up to three years in prison if convicted.

Video calls were a mainstay of classic sci-fi films, and even today there’s something almost magical about seeing your friends and family on the screen of a portable device. Video calling has been around for some time, but it’s only really in the past year or so that its got more attention among regular users. That’s thanks in no small part to Apple and FaceTime, as found on the iPhone 4, iPad 2 and other gadgets from the company’s range. Read on as we give FaceTime the full SlashGear 101 treatment!

So Apple invented video calling, right?

No, not at all, though they did do a lot to make it easier to use – just as long as you have the right hardware. Video calling is actually a part of the 3G standard, which – if the carrier and whatever phone you’re using supports it, which isn’t the case in the US – has been available since around 2003. Unfortunately a combination of high pricing, poor understanding by users, mediocre quality and patchy reliability meant this form of video calling has never really taken off.

Apple’s FaceTime takes advantage of the company’s tight control over the iPhone, iPod touch, iPad and MacBook software, which has allowed it to polish the video calling experience to the point where everyday use is possible. Now FaceTime is available to anybody at the touch of an on-screen button.

Do I need an Apple phone to use FaceTime?

Not necessarily a phone, but definitely something with the Apple logo. FaceTime was first supported on the iPhone 4, which was Apple’s first mobile device with a front-facing camera (i.e. one that looks at the user, rather than out the back of the handset). The latest iPod touch and iPad 2 both have front-facing cameras and FaceTime support as well, and Apple has released a FaceTime app for its Mac and MacBook computers so they can join in the fun as well. FaceTime comes free on the mobile devices and the very latest Macs, and is a $0.99 download from the Mac App Store for earlier Mac owners.

Okay, so how do I use it?

It’s pretty simple, just as Apple was aiming for. On the iPhone you make a voice call in the normal way and then tap the FaceTime button on-screen to switch to video. On the iPod touch and iPad 2, you start a video call in the FaceTime app. You’ll need an Apple account in order to make and receive calls, since that’s used as the “phone number” for devices other than the iPhone 4.

Currently, FaceTime video calls can only be made when you have a WiFi connection, not when you’re using the mobile network for data. That’s a limitation Apple has put in place itself, though the company has said it is working on removing it in the future.

I’m not into Apple, can I video call with something else?

You certainly can, though the process gets a bit trickier. Various apps are available for Android and other mobile phone platforms which promise video calls, sometimes over not only WiFi but the 3G mobile networks too. That means you can make video calls when away from your home network or a WiFi hotspot, as long as your signal is strong enough.

Skype, Fring and Qik are all among the companies offering video calling apps, though their effectiveness often varies on a phone-by-phone basis. Not all phones have front-facing cameras, either, though they’re becoming more common on the latest handsets. A future SlashGear 1010 feature will look at the best video calling apps if FaceTime isn’t your thing.

Apple has said it plans to open up FaceTime to other manufacturers, so that non-Apple phones can make and receive calls too, but so far there’s no sign of that actually happening.

We’ve been hearing all kinds of Chatter that the next version of Final Cut Pro will debut in Vegas at NAB next week.  Thing is, we hear this every year and Apple hasn’t really done a NAB properly in awhile.  That’s OK, we’ll take that we can get.

Rumors are flying that Apple will be using the Vegas Supermeet to announce the next version of Final Cut Pro. Supposedly, Apple will be taking over the entire event for their announcement, cancelling all other sponsors, including AJA, Avid, Canon, BlackMagic, Autodesk and others, who were set to give presentations.

Philip Bloom just confirmed with me that Canon has canceled his appearance at the Supermeet. Canon was told last night that Apple has demanded ALL “lecturn” or stage time exclusively. Some sponsors who were not using presenters may continue to sponsor the Vegas event, but none of them will be presenting on the stage. I can’t imagine any news that would warrant this kind of “take-over” other than to announce and demonstrate the next full version of Final Cut Pro and possibly an entirely newly designed FCS4.

(UPDATE: Avid confirmed that Supermeet (Michael Horton) told them last night that their sponsorship had been cancelled. According to Avid, “Apple doesn’t want anyone to have stage time but them.”)

Who’s up for Vegas?

We heard the first concrete details about Apple’s all new Final Cut Pro coming during Spring this year, and recently some new information has come to light. Final Cut Studio expert Larry Jordan was one of the people at Apple’s meeting, demonstrating the upcoming upgrade to the professional film-making software.

Jordan can’t say much about the upgrade, due to an NDA with Apple, but he did say it is a “jaw-dropper.” Besides the “jaw-dropper” part, the thing we are taking most from his blog post is the fact that Apple allowed him to write it up. It appears that Apple already considers the software public knowledge. Afterall, Apple CEO Steve Jobs did tell a 9to5mac reader to buckle up for it.

If the players win the fans lose. I see it as if the players win, the price continues to climb out of control, making ever seeing a game life at the stadium impossible to justify with the economy the way it is. Roofing Contractors Vancouver - 5 Inquiries to Think about

Roofing Vancouver - Frequently Asked Questions

1. Repair or Replace?

There's no opinion as an expert opinion. Most contractors provides you with a totally free estimate. Get a list of a few trusted contractors and phone them well in advance of when you want to obtain your roof fixed to help you compare costs and opinions.

2. Beauty versus Practicality?

Discuss this with your spouse or partner. (The kids could care less...at least the children.) Truth is, nobody wants an ugly roof the same as nobody wants to be seen with bed hair. If you've got a good quality roof and you just need to repair it, it's worth it to pay for the price of the initial shingle rather than doing patchwork. A roof replacement doesn't happen very often (hopefully!) and so make a decision that best suits you and your loved ones well or it'll stick out like a sore thumb everyday you go home.

3. Should I replace the roof in order to sell the home for more?

Consider this very carefully prior to making a choice. With respect to the roofing material you choose, a new roof can last between twenty, fifty, to one-hundred years! This means you have to look into the year from the roof that's currently too deep first. Are you at year 18 of a 20-year warranted roof or year 30 of a 50-year warranted roof? Obviously, the quality is what makes the roof keep going longer, but if you're not planning to remain in your present home throughout your life, the higher expense may not be worth neglect the. Although a new roof can enhance the value of your selling price, the increase might not be enough to cover neglect the and that's definitely going to hurt your wallet.

4. Could it be advisable that i can repair the roof myself?

What is Distinction between Commercial Roofing Companies From Residential Roofing Companies

If you are hiring a roofing company to re roof your home or building then you can be wondering what the differences are between residential roofing companies and commercial roofing companies. To start with, the one huge difference is usually that times a commercial roofing company might have signed a contract with and become obligated to some roofing union in able to work on union commercial jobs.

If this sounds like the situation then their labor costs will prohibit them from focusing on non union residential jobs. Beyond that, if your commercial roofing company has not signed an agreement with a union they might be outfitted just for commercial jobs which of course means their workers and equipment may not be in line with smaller residential jobs.

Residential roofing contractors in general often run smaller companies and therefore, tend to be more capable of bid competitively on residential jobs, which tend to be smaller than comercial jobs. Actually, quite often residential roofing contractors will run one man operations, in which the contractor that you simply talk to could be the one which actually does the work about the building.

Also, liability insurance for commercial roofing is more expensive and a larger bond is required for any commercial roofing work which will make it not cost effective for any commercial roofer to complete residential roofing jobs.

Still an additional factor is the fact that commercial jobs can run on a tighter time frame for just about any quantity of reasons, requiring a commercial contractor to train on a larger crew or crews which again makes smaller jobs not as profitable for them.

Difference Between Commercial Roofing and Residential Roofing

Are you aware that the rooftop of a building has a huge effect on the whole structure itself? Damage caused to roofs due to natural or another disasters leads to a considerable loss of property everywhere. The kind of materials accustomed to construct the rooftop that ought to be sturdy and long-lasting, the way in which the roof continues to be installed as well as its timely maintenance are very crucial. There's two kinds of roofs that are used on all the buildings that we see around us: commercial and residential. Even though it might seem that commercial roofing is performed only for businesses or offices and residential roofing is done for apartments and houses, the truth is the differences tend to be more complicated than that.

residential roof in Saratoga by jpignanello

Residential roofing is generally completed by just one hired contractor but commercial roofing typically takes an entire team to complete the job. The reason being a commercial roof is commonly larger in terms of square feet than the usual residential roof.
Commercial roofs need to be made carefully keeping the character and reason for your building in mind. For example, when there is a restaurant in the building then external components like ventilation systems, smoke stacks and pipes will be required. Residential roofs tend not to have such components other than a chimney or two at most.
Commercial roofs tends to be flat in design to support further changes at a later period, whereas most residential roofs have peaks and other architectural features like roof gardens.
Commercial roofing is much more expensive than residential roofing due to the special tools, materials and safety equipment that are needed onsite. Usually the patching or maintenance jobs are completed in segments unlike for any residential roof in which the repair or replacement work can be carried out a short time. This is another reason why the equipment used for residential roofs is usually smaller and less costly too.
Commercial roof installations take a extended period to accomplish in comparison to residential roof installations and therefore are usually constructed in large sections. In this phase however, you should ensure that there aren't any leakages, cracks or other visible deterioration signs as it can certainly cause considerable damage to the entire building.
It is important to install the best roof for any building depending on its purpose. Ensure that you hire a construction company that utilizes first class materials and it has the right equipment to do the job or neglect the risk turning to be a huge loss later.

Picking out a Commercial Roofer

commercial by jpignanello

When you're searching for a roofer for the commercial roofing project you have to look for a contractor who understands the special needs of a commercial roofing project. For example it may be harder to operate on the business during business hours so either the business needs to be turn off for the repair or replacement or even the job needs to be done after conventional business hours. Is the roofer you are considering to do the job ready to operate around your schedule constrictions that might involve working weekends or evenings?

When you begin your research for a roofer not only do you have to answer those questions but you also want to find someone which will perform a high quality job without a lot of time delays. Going about finding someone can feel as an obstacle by itself but there are several ways to make the search easier.

Ask friends and family for referrals and try to find a minimum of three contractors to give you written bids in your job. Before you go any further you need to make sure that the contractors you are considering are fully licensed and bonded. A simple search with the state contractor's board will verify if your roofer is licensed and if there are any past judgments or claims against their license.

When you select three or four roofers to place bids, you should prepare yourself for that bids to become widely varied. Roofers will have brand preferences which will vary and may factor in pretty much compared to next guy for any labor estimate. The more detailed a written bid may be the more helpful it will be for you to see in which the cost are going to be incurred. Don't, however, pick a roofer based solely about the bid price. Any low ball bids might be tempting to take, but when they are low due to poor quality workman ship it may not be worthwhile ultimately.

As the saying goes, you generally get what you purchase, so if you are able to afford a mid-priced bid it certainly is a good idea to go up within your budget rather than down. You also should select your roofer based on how professional these were and just how comfortable you anticipate you will be dealing with them.

Finally your cost will be different based on what type of roofing material you choose as well as the cost to haul your old roof to the landfill. If you are looking for places to cut corners in your roof, rather than cutting labor set you back may want to inquire about a metal roof option. Metal roofs could be economical and energy efficient which makes them overall money savers for the long run, and on commercial buildings they can be really low maintenance. Plus given that they can be put on top of a current roof, you don't need to have the old one removed and hauled away, that make a large impact on your cost.

Once when search engine marketing was actually not essential.

Whilst late being a decade ago, should you created a Website anywhere, Google indexed it and you also gained visibility in the serp's. Your page could have been within the free "estates" where anybody could put in a page and Google didn't mind. It could likewise have been a pure affiliate page without any original content and Google still indexed it.

Things are unrecognizably different now.

Affiliate pages with "cookie-cutter" content duplicated everywhere might never reach the Google index; the same fate is probably for those pages you throw in over a free-for-all website. And also "proper" websites with your personal website name failed to achieve visibility on the list of proliferating sites in millions.

These would not have mattered, aside from a very important factor. It had been Google that provided the bread and butter for that countless smaller businesses that could not afford expensive marketing campaigns. In case your site was among the top few sites the appeared before a searcher's eyes when see your face searched for your product, you've got hundreds and even 1000s of visitors, a lot of whom even bought your product or service.

These factors were then consciously incorporated into your Web pages with the aspiration that Google can have your internet site one of the primary ten results it showed about the first page.

As more and more of one's competitors adopted search engine optimization practices, things became difficult again. Your situation started to slip in case your competitors did the SEO better. SEO battles became serious fights with every dirty trick working.

There was "black hat" SEO practitioners who showed one page to find engines and another to human visitors. As search engines like google were not bothered with readability, you could fill the "search engine" page with pure gibberish, but gibberish written in wherein the engine dutifully indexed high.

A war of wits followed between unscrupulous SEO practitioners and search engines. Google changed its ranking algorithms regularly to operate around practices that allowed low value content to seem at the top of its search engine results. In the end, Google's success leaned on providing value to searchers, not merchants. And SEO practitioners developed new tricks.

'Counter-Terror' Policy Targets Uyghurs

2011-04-07
A new report says China uses the threat of terrorism to crack down on Uyghurs in Xinjiang.

Uyghur men and women chat outside a mosque in Urumqi, July 17, 2009.

China's anti-terrorism policy deliberately targets ethnic minority communities such as Uyghurs and Tibetans struggling for greater autonomy, according to a white paper by a rights group.

The policy equates terrorism with groups pushing for more self-governing rights, is too broad in scope, and shirks international human rights commitments, said the Hong Kong and New York-based Human Rights in China (HRIC).

The paper looked into human rights concerns within the Shanghai Cooperation Organization (SCO), a regional intergovernmental organization which includes China and five other member states-Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan-with a total population of 1.5 billion people.

It said the SCO approach to counter-terrorism, modeled on China'sThree Evils doctrine, and highlighting principles of territorial integrity, noninterference in internal affairs, and social stability, contributes to supporting repressive regimes at the expense of human rights.

A failure to demand accountability from the SCO undermines the effectiveness and integrity of the international system in countering terrorism and advancing rule of law, peace, and security, HRIC said.

"China's approach to counter-terrorism is the Three Evils doctrine, and it links terrorism with separatism and extremism," HRIC director Sharon Hom said in an interview.

"This Three Evils approach is overbroad, highly politicized, and while not exclusively applied only to ethnic minority groups, it is regularly applied to Uyghurs and Tibetans in its practice."

Hom said other SCO member states follow China's lead by recognizing Xinjiang and Tibet as inalienable territories of China and repatriating its ethnic minorities who seek asylum within their borders.

"China has enormous clout in the SCO, and you can also see it in the ways in which the other SCO member states and the SCO will completely parrot China's line and China's policy on these two so-called autonomous regions."

Treatment of Uyghurs

The HRIC white paper said it found "serious issues" concerning China's treatment of Uyghurs, including the principle of non-refoulement and potential use of torture during interrogations.

Regulations specific to Xinjiang became part of China's domestic counter-terrorism legal framework in December 2009 when provincial-level lawmakers revised the region's Comprehensive Management of Social Order.

Through the revisions, Chinese authorities were ordered to specifically crack down on the three threats of "terrorism, separatism, and extremism" in the aftermath of the July 2009 ethnic violence in Urumqi which left hundreds dead, according to official media reports.

HRIC called the amendments "unique" to Xinjiang, adding that "such singular focus by the Chinese government ... suggests that the concept of terrorism has been applied in a biased fashion, with the Uyghur community the subject of intense scrutiny and suspicion."

It noted that while China does face real threats of terrorism, "the limited involvement of Uyghurs in terrorist acts cannot serve as justification of widespread repression throughout [Xinjiang] or the labeling of peaceful Uyghur activists under the rubric of the Three Evils."

Adherence to rules

But despite its reliance on the Three Evils doctrine, HRIC wrote, China continues to claim that it is acting to "firmly uphold and fulfill the resolutions of the United Nations General Assembly and the Security Council," according to a statement by the Chinese Ministry of Public Security (MPS).

Under U.N. rules, China pledged to oppose the "arbitrary widening" of the scope of fighting terrorism and identifying terrorism with any specific ethnic group or religion.

"The Three Evils doctrine undermines this principled approach and, in doing so, compromises human rights guaranteed under international law, and international counter-terrorism efforts as a whole," HRIC said.

HRIC recommended that Beijing narrow its "Three Evils"-based approach to national security and reformulate its definition of terrorism.

On June 24 last year, Chinese authorities announced they had broken up a "terrorist" ring of a Uyghur separatist group, the East Turkestan Islamic Movement (ETIM), after arresting more than ten of its members involved in an alleged major plot against China.

The announcement said that information leading to the arrest had been obtained through the investigation of 20 "individuals of Chinese citizenship" who had been deported to China on December 20, 2009-the exact date that Cambodia deported 20 Uyghurs seeking asylum following the July 5 ethnic unrest in Urumqi.

The statement also indicated that several of the alleged ETIM members had confessed to participating in a wide array of terrorist activities during interrogation.

Human Rights Watch said in February that the Cambodian government has a "dismal track record" of deporting refugees granted asylum status by the UNHCR, particularly those from neighboring countries such as China and Vietnam.

Ethnic tensions

Millions of Uyghurs-a distinct, Turkic minority who are predominantly Muslim-populate Central Asia and the Xinjiang region.

Ethnic tensions between Uyghurs and majority Han Chinese settlers have simmered for years, and erupted in riots in July 2009 that left some 200 people dead, according to the Chinese government's tally.

Uyghurs say they have long suffered ethnic discrimination, oppressive religious controls, and continued poverty and joblessness despite China's ambitious plans to develop its vast northwestern frontier.

Chinese authorities blame Uyghur separatists for a series of deadly attacks in recent years and accuse one group in particular of maintaining links to the al-Qaeda terrorist network.
